New Enterprise Incentive Scheme (NEIS)

If you are an eligible job seeker and are interested in starting and running a small business, you may be able to access assistance through the New Enterprise Incentive Scheme (NEIS)!

NEIS training is a Centrelink approved activity for up to 13 weeks. This allows time for completing the course (normally eight weeks), assessment of your business plan by your NEIS provider, and any final business preparations.

What NEIS provides…

  • Certificate IV in Small Business Management
  • NEIS income support for up to 52 weeks
  • NEIS rental assistance for up to 26 weeks (if eligible), and
  • Business mentoring and support during the first 12 months of business operation.

Business mentoring and support is an essential component of NEIS. Our NEIS business mentors are highly qualified individuals with proven business acumen and experience in marketing, finance, accounting and other relevant business skills.

As a NEIS participant will receive a number of face-to-face NEIS business mentoring sessions for the first year of operation of your business, including assistance and advice about organisational, financial and marketing issues to help develop your business.

Types of approved businesses

To be eligible, a business must:

  • Be new and not have operated commercially
  • Be independent
  • Not compete with existing business unless you can show there is an unsatisfied demand
  • Be legal and reputable
  • Be financially viable- your business plan must indicate that your business will earn at least as much as the NEIS Allowance after one year of business operation.

 Some partnerships can also be eligible for NEIS if discussed with your NEIS provider

Participant Requirements

To be Eligible, you must:

  • Be in receipt of a Benefit and must have a Jobseeker ID Number
  • Be referred by your Job Services Australia Provider
  • Submit a Resume/ CV with application
  • If finance is required, show written proof or a bank statement
  • and include any licenses required to operate the business

To apply to participate in NEIS, you should contact your local Job Services Australia provider to discuss whether NEIS is an appropriate activity for you. Your Job Services Australia provider can tell you if you are eligible.

Qualification

Upon successful completion of the NEIS training course, participants will receive either Certificate IV in Business (BSB40407) or
Certificate III in Micro Business Operations (BSB30307), which are both nationally recognised qualification.

The Certificate IV is made up of the following units:

  • BSBCMN408A Report on financial activity.

The Certificate III is made up of the following units:

  • BSBSMB301A – Investigate micro business opportunities
  • BSBSMB302A -Develop a micro business proposal
  • BSBSMB303A -Organise finances for the micro business
  • BSBSMB304A- Determine resource requirements for the micro business
  • BSBSMB305A- Comply with regulatory, taxation and insurance requirements for the micro business
  • BSBFIA301A- Maintain financial records
  • BSBFIA303A -Process accounts payable and receivable
  • BSBREL401A-Establish networks
  • BSBCUS301A- Deliver and monitor a service to customers
  • BSBSMB403A -Market the small business
